Capturing a packet log is one of the most conclusive ways to troubleshoot your PPPoE connection.
The NTS PPPoE client, starting with v1.34, has a built in protocol analyzer that makes capturing a packet log very easy. Even better, NTS v1.40, provides a simplified procedure to enable packet logging. If you haven't upgraded to v1.40 yet, I'd start with:
Bellsouth FastAccess Support Site
1) Enable packet logging
Right-click on NTS systray icon, select Application Settings
Check "Packet Logging" check box
2) Disconnect/Re-connect
Note: On re-connect you will be warned that packet logging is enabled
3) View packet log
Right-click on NTS systray icon, select Advanced
Click on Packet log tab
4) Save packet log
Select file Save As and save trace to file
To interpret trace contents, email results to me or see:

WARNING: Packet logs capture ALL packets sent and received by your system.
Make sure you don't capture and forward packet logs that contain sensitive information
(e.g. passwords, etc...).
